FERGUSON, Mo. — Ferguson officials are preparing to review a five-year list of capital needs that city staff say will require substantial prioritizing, deferrals and reductions to fit available funding.
The City Council’s capital-improvement budget work session is scheduled for 6 p.m. Tuesday, Oct. 20, in the council chambers at City Hall, 110 Church St. The official notice also provides a YouTube livestream link.
The proposed program covers fiscal years 2027-28 through 2031-32. A cover memorandum in the meeting packet, dated Oct. 20 and from City Manager David Musgrave and Interim Finance Director Joseph Seastrom, describes the projects as requests awaiting funding decisions.
Staff warn that carrying out every request as submitted would exceed available resources. They recommend protecting essential services, addressing critical infrastructure and safety needs, preserving existing assets and pursuing outside funding.
The project schedules include work involving January-Wabash Lake, park facilities, the community center roof, vehicles and public-safety equipment. Estimated costs and timing are planning figures that may change as the city evaluates priorities.
The packet distinguishes a long-range capital plan from the annual budget that authorizes spending. Inclusion in the document does not commit the city to build a project or purchase equipment.
Tuesday’s published agenda lists capital-budget discussion. Residents can review the proposed program and viewing information through the city’s official agenda before the session.
