ST. LOUIS — A 44-year-old Illinois man was arrested after allegedly exposing himself to a woman inside an apartment building’s garage in St. Louis’ Lafayette Square neighborhood.

Lawrence P. Jouglard faces one count of first-degree sexual misconduct, a Class B misdemeanor, stemming from the November 3 incident in the 2300 block of Lafayette Avenue.

According to a probable cause statement filed in St. Louis Circuit Court, the woman was walking through her apartment garage when a man approached her, lowered his trousers and exposed his genitals.

The woman fled and contacted police. Investigators said she later identified Jouglard as the person involved.

St. Louis inmate records list Jouglard’s arrest date and time as Tuesday, November 3, at 8 p.m. As of Thursday, November 5, at 12:40 p.m., he was listed as incarcerated at the St. Louis City Justice Center.

Officer Zachary Corder signed the probable cause statement dated November 4. Prosecutors filed the criminal charge that day.

Court documents show a judge issued an arrest warrant with a no-bond detention order, citing concerns that Jouglard would not appear in court if summoned and could pose a danger to the alleged victim, the community or another person.

The probable cause statement references Jouglard’s reported criminal history and Illinois residence as factors supporting the warrant request.

Under Missouri law, first-degree sexual misconduct includes exposing one’s genitals under circumstances in which the individual knows the conduct is likely to cause alarm or offense.

The case is filed in St. Louis Circuit Court under case number 2622-CR03912.

Jouglard is presumed innocent unless and until proven guilty in court.
