ST. LOUIS — A 37 year old man has pleaded guilty in two federal cases involving approximately 25 kilograms of methamphetamine, multiple firearms and two St. Louis County bank robberies, according to federal prosecutors.
Otis Frazier, 37, pleaded guilty Wednesday to one count of bank robbery in one case and, in a separate case, one count of possession with intent to distribute methamphetamine and one count of possession of firearms in furtherance of a drug trafficking crime.
The investigation began in February 2025 when a St. Louis Metropolitan Police Department Anti Crime Task Force detective investigating stolen vehicles spotted a white Genesis GV70 believed to be stolen, according to the U.S. Attorney’s Office.
The detective initially followed the vehicle but stopped when the driver began operating it erratically.
The next day, investigators located the Genesis again and determined it had a stolen dealer license plate, prosecutors said.
When Frazier stopped at a business along Jennings Station Road, officers detained him following a brief struggle.
Investigators said they found two handguns, approximately 4.7 kilograms of methamphetamine and about 14.31 grams of fentanyl inside the vehicle.
Federal prosecutors said Frazier later told Drug Enforcement Administration agents that he was a large scale drug distributor and had additional methamphetamine and two guns at a friend’s home.
Agents searched the location and found the firearms along with more than 20 additional kilograms of methamphetamine, bringing the amount described by prosecutors to roughly 25 kilograms.
Frazier was indicted in federal court on March 12, 2025.
Months later, prosecutors said Frazier committed two separate bank robberies in St. Louis County.
On July 31, 2025, prosecutors said Frazier entered a bank on North Highway 67 while appearing to grip the handle of a handgun inside his pocket.
According to his plea agreement, he forced two employees into the rear of the bank and demanded access to the vault.
Federal prosecutors said Frazier threatened employees and told them that if police arrived, everyone would die.
After taking money, prosecutors said Frazier fled the bank on a bicycle and discarded clothing he had been wearing in a nearby dumpster.
Then, on Sept. 24, 2025, prosecutors said Frazier entered another bank on Dunn Road in St. Louis County.
When employees told him the vault was locked, prosecutors said Frazier made threats before taking money from a teller’s cash drawer.
This time, investigators said he fled on a motorized scooter.
Frazier was eventually arrested.
A later court authorized search of his girlfriend’s home uncovered a 9mm firearm containing Frazier’s DNA, according to federal prosecutors.
Frazier is scheduled to be sentenced on the bank robbery charge Jan. 7, 2027. The federal bank robbery charge carries a maximum sentence of 20 years in prison, and prosecutors said Frazier will also be ordered to repay the stolen money.
His sentencing in the drug and firearms case is scheduled for Jan. 13, 2027.
The U.S. Attorney’s Office and Frazier’s attorney have agreed to recommend a 15 year prison sentence in the drug case, although the court will make the final sentencing decision.
The St. Louis Metropolitan Police Department, Drug Enforcement Administration, FBI and St. Louis County Police Department investigated the cases.
Assistant U.S. Attorneys Nichole Frankenberg and Dane Rennier are prosecuting the cases.
