ST. CHARLES, Mo. — St. Charles County officials are seeking approval of a five-year Family Arena cleaning agreement with an estimated cost of $3.84 million, according to purchasing documents on Monday’s County Council agenda.

The request names Clean Tech Company and covers routine custodial work, post-event cleaning and changeover labor at the county-owned venue.

The purchasing summary estimates $715,000 in the first year, rising to $828,000 in the fifth. Those estimates total $3,839,000, but staff say actual spending will depend on the number and size of events.

Proposed initial hourly rates are $23.94 for routine cleaning, $25.84 for changeover labor and $27.69 for changeover supervision.

For the second through fifth contract years, the proposal allows annual increases equal to the greater of 3% or the preceding 12-month increase in the Consumer Price Index. The five-year figure is therefore an estimate, not a fixed spending ceiling.

Staff describe Clean Tech as the arena’s cleaning provider since the early 2000s. The request identifies its owner as HES Facilities Company and cites a Cooperative Council of Governments purchasing contract as the procurement route.

The summary says the prior five-year agreement expired Aug. 31. It does not explain any interim arrangements.

Council approval is requested Oct. 26. The agenda listing does not establish an award or confirm when the proposed agreement would take effect.
